101 woodland apartments beside Castle Park School set for Dalkey
PROPERTY developers Twinlite have received fast-track approval to build 101 apartments beside the Castle Park School in Dalkey – three years after councillors blocked smaller plans.
An Bord Pleanála approved Twinlite’s design for a four-storey, crescent-shaped apartment complex on the same woodlands site where, in 2017, Dun Laoghaire-Rathdown County Council rejected the developer’s application to build 50 apartments.
While the planning board overruled the council in 2018, Twinlite opted to revise its design to double residential capacity plans for the site.
It resubmitted these directly to An Bord Pleanála under the Government’s ‘strategic’ housing rules. These permit councils to be bypassed on planning matters for developments offering at least 100 residential units.
Twinlite said it had “slightly modified” its plans to double the units – but its design remained “fundamentally the same”.
The approved plan calls for 64 two-bed, 26 one-bed and 11 studio apartments – all with balconies or terraces – to be built within the 1.3 hectare (3.1 acre) site on Castle Park Road lands sold by the school in 2004.
They will arranged in seven pavilion-style blocks in a curved layout.
The plan includes a children’s playground as well as 80 parking spaces for cars and 156 for bicycles.
Planners gave the go-ahead on condition that Twinlite hires a professional arborist to oversee protection of trees on the site. The plan envisions keeping about three-quarters of the site as woodland.
Twinlite, founded in 1982 and run by director Rick Larkin and his family, has built a series of luxury apartment complexes in south Dublin in recent years.
It previously built one of the State’s largest-ever community developments at Tyrrelstown in north-west Dublin, a project running from 2000 to 2012 that delivered 2,119 homes, three schools and a hotel.
Since 2018 Twinlite has been constructing a 372-home ‘build to rent’ development in Clongriffin, north Dublin.
