Procurement Officer (Public Sector) – Dublin City

Salary: €40,000 - €50,000 (SBOE)

Our client, an international firm is currently on the lookout for a Procurement Officer to work with their client (Public Body). The ideal candidate must have public procurement experience and transport experience would be highly advantages.

Roles and Responsibilities

  • Drafting  procurement  documentation  including  Request  for  Tenders,  Invitations  to Negotiate, Invitations  to Submit  Final  Tenders,  Descriptive  Documents,  Tender Response  Documents,Pre-Qualification  Questionnaires,  Prior  Information  Notices, Contract Notices, Request for Quotes and similar procurement documentation;
  • Developing,  with  the  assistance  of  relevant  Authority  personnel  or  other  relevant Authority   advisors,   technical   specifications,   service   specifications   or   pricing documents for tender competitions;
  • Managing procurement competitions, including communicating with suppliers/service providers and responding to tender queries;
  • Managing   the   dialogue   process   for   more   complex   Competitive   Dialogue   and Negotiated Procedure procedures;
  • Undertaking,  or  participating  in,  tender  assessment  processes,  including issue  of correspondence/feedback to successful/unsuccessful tenderers;
  • Drafting final documentation for contract execution and preparation of Contract AwardNotices subsequent to award;


Knowledge/experience needed

  • Public procurement experience is essential
  • Undertaking procurement qualification desirable e.g. CIPs
  • Office 365 suite including MS Excel and PowerPoint
  • Experience of e-procurement tools
  • Good knowledge of end-to-end procurement processes and strategic sourcing methodology
  • Experience in supplier identification, tendering, evaluating, and selection expertise
  • Experience in gathering and challenging requirements from stakeholders
  • Proven experience in accurate data entry
  • Knowledge of contracting options, including administration of terms and conditions
